Ukrainian President Viktor Yushchenko has introduced a decision of the National
Security and Defense on the progress of negotiations with the European Union regarding
concluding an association agreement between Ukraine and the EU.

According to the decision, having considered the information of the Ministry of Foreign Affairs of Ukraine
on the negotiations with the European Union on the conclusion of the Agreement
Association between the EU and Ukraine, National Security Council notes the positive results
in this area. At the same time, the Board notes that the continued successful
conduct these negotiations, in particular regarding the establishment of a free
Trade between the EU and Ukraine, is the most important issue in the relationship
between Ukraine and the EU. National Security Council recommended that the Cabinet of Ministers of Ukraine: 1) to take
taking into account the outcome of negotiations with the EU on the conclusion of the Agreement
Association between Ukraine and the European Union (in terms of establishing a zone
free trade area between Ukraine and the EU) measures to strengthen in 2010
work with the adaptation of Ukrainian legislation to EU legislation (including
including institutional reforms) in the areas of technical regulation, government
procurement, customs regulation (sanitary and phytosanitary controls), 2)
ensure proper representation of the Ukrainian side at all stages
negotiations with the EU to conclude an association agreement between Ukraine and
European Union, which, in particular, to provide at the time of completion
Bill on State Budget of Ukraine for 2010 the cost of
ensuring Ukraine's participation in these negotiations, and 3) on a quarterly basis to ensure:
informing the public about the measures undertaken in the field of European
Integration of Ukraine, including negotiations with the EU on the conclusion of the Agreement
Association between Ukraine and the European Union and the results achieved;
consultation with domestic producers of goods and services
their associations on the problematic issues that arise during the negotiations
with the EU on concluding an association agreement between Ukraine and the European
Union regarding the establishment of a free trade zone between Ukraine and the EU, and 4)
take measures to ensure coordination of the central executive
power in negotiations with the EU to conclude an Association Agreement between
Ukraine and the European Union, in particular, on sectoral issues, and 5) provide
